Just to attacks, not spells. They do affect unarmed attacks, though, and will cause them to damage enemies that resist non-magical attacks.

I'd love to hear your thoughts on my Book III mod if you attempt it. You'll have to be a pure mage or near to it to have all the spells you'll need to get through.
