You can somewhat mitigate the problem with C++ and multi-platform using #define for OS-specific function calls, but for that you need to have it in mind when you start coding (else it's a pain to replace all calls with your generic call).

Is is, as well as BasiliskWrangler is trying to grab our money with Eschalon Book (and he is welcome to do it).

You always do the damage, but monsters have a save throw (unless they are immune where I guess there is no need for a throw).
If a monster succeeds his throw, you only do the weapon normal damage, without the enchantment (but you still do damage).
