In the corridor to the right there's a lever that you can't directly hit, but you should be able to hit the powder keg that sits next to it...
In the corridor to the left there's a window where you can shoot through.

Yes, you should be able to speak to the witch at some point.

Weird how this issue was not reported during beta testing. Look pretty common. Also ordinary closed barrels can be dealt with in the same way - forcing attack mode by using left-shift. They usually have stuff in them, so you want to open them up. Yes, I find it a bit crazy too, the distance that NPC's can see you doing things, but this is how the game is at the moment.
