I am in the Elderoak forest, I am trying to go west, to Moonrise (I passed this way in a previous game) but there is no level transition. Is it a bug? How can I fix it?

This has occurred a few times (although the first report at that spot) and I believe was put down to there being a fleeing enemy some where on the map.
A quick save and reload should resolve..

I had that happen when I loaded a saved game and immediately walked into Elderoak. I could not then leave the Elderoak map either to Moonrise or back the other way. Save, quit, and reload fixed it, though.
