I've explored Crakamir extensively and Penelope still doesn't have any extra dialog options. Indeed, I've even been to the spire but she doesn't seem to have anything interesting to say.

You need to find the remains of a merchant train in the desert and search around for items. You should find something that she wants.

I actually felt bad for Penelope. I didn't want to accept the measly award she offered. I wish there had been some kind of option to refuse it, or even to donate some gold pieces to help her out.
