Magical Jewelry or Item Question

When you find a magical ring that gives say +3 to Skullduggery. If you equip it and have not learned skullduggery,will you be proficient in it to level three?

But if, while wearing the ring, you then read a book on Skullduggery (not sure yet if they exist, I think I just haven't found it yet): It still only adds one point (rather than two extra), if in fact you haven't yet bought that skill. It says something like "You've learned the skill Skullduggery!"

So, if you don't own the skill X, and you wear a ring that says "X +3" you have skill X at level 3. Then, if you later gain the skill either through leveling up or reading a book, as long as you wear the ring, your skill level is 4. Does that make sense?
