The RPGMAKER XP, or, the RPGMAKER VX?
QUESTION TWO: Which system above is more user friendly towards newbies...to such systems...who are considering creating an RPG?

RPG Maker XP was released in '04/'05 (Jap/Eng). VX is the most recent version of RPG Maker... released in '07/'08.

Hey (to anyone)...was there an RPG Maker created for a console system a long while back? Maybe for the Playstation I or II, or the X-Box or some other system?

Through XNA (Microsoft's answer the the indie game making scene) there is an RPG Starter Kit, which is a top down environment, with separate, side-scroller battles. That could help you to develop for the Xbox 360 and PC, but I am unaware of any official ways to make games for the PS consoles.
