Where is my dragon skeleton?

I am playing Book II again after I played it in 2010 for the first time. I even made a review for it in Ubuntu User Magazine. Upon re-reading what I wrote, I came upon a screenshot I took:



I can't seem to remember how to get there. I have a slight recollection of it being under Port Kuudad, but I'm not sure. I explored Thieves Arcadia and it's not there. Could anyone help?
