I know by the time you get the sparkling divinity it is presumably late in the game and you're supposed to have already seen the man die that blew up the pass, but there should still be an option to give it to him if you have not.

There's no cure for fatal plot expediency.

A couple of times before in the series an NPC has past away after still being able to speak a couple of lines to your character, both Book I and II had it. It's part of the story, I rather give BasiliskWrangler the freedom to write things this way.
Otherwise, some of the game code regarding what you can do with Sparkling Divinity would need to be rewritten, also BasiliskWrangler would need to create a life for the dying man if he doesn't die.
And you're better off selling the potion anyway, so it would be an effort with little purpose.
