Is there any way to connect the two halves of the witch's underground? I have completed both halves, including the treasure in part 2, but the grate between the half in Elderoak and the half under Uglolek does not seem to move or be something I can blow up.

Short answer: no.

Long answer: they were connected during testing, but the "have you restored Ugolek?" event fires only when you leave by the entrance by Ugolek, which was causing trouble if you took a different way out.
