Help with portals and outpost please (possible spoiler)

Hello,
I was wondering if someone would please explain what I need to do to activate the third portal spot. I can go from the preists house to blackwater and to rotwood but the last circle is not active. My ranger lit the lighthouse/outpost already but nothing happened. Please help, I think I'm close to finishing and I like to be thorough

You are not where you need to be to activate the third portal. The third portal takes you to a certain destination and the portal on the end is not active.

Also in the outpost did you come back down or did you quick travel off the top of the lighthouse? If you come back down a surprise should be waiting.

Make sure you do the giants quest. Never hurts to have big friends on your side. Especially when storming a citadel.

I had read about the top of the lighthouse in a previous post and mistook it as a portal location
Please forgive, I'm old.
I was pleasantly surprised when I came back down, was almost encumbered but I made good use of those heavy steel arrows
