The Drunken Lizard Pub

I cannot figure out how to open the "cells" down in Eversleep with all those coffins/crypts. I'm positive I've been in every room and pulled every lever, but nothing is happening. I have keys (Odd, Security, Blue Goblin) but I'm just stuck now. What am I missing?!

I was having trouble with the last goblin (the lord or something; silver), in the room with two bags and two chests. I brought him down to the original entrance, near the barrels of dynamite. I shot an arrow into the one closest to him, which set off four more, and he died from the explosions! 300 ...
