Yeah, those are the basic, most of them can be found directly in game, formulas in this game are usually simple, easy to find out yet still effective. It is used in the same map where you found it:
Thieves Arcadia upper right corner, there is a room with 3 iron chests locked by a lever inside. one of the chest contains a bell, the silver key is used in the door outside there, you might already picked lock the door already before got the silver key.

Level 5 - Level 8: Raised pick locks skills to level 1, or i can't reach the rogue trainer without brute open some doors before it.
