The only keys I have right now are "Heavy key" and "green goblin key"

So,

I've been reading on what to do now in the game. I just finished doing the tower and now going for the keys. I have noticed that I'm supposed to get a key from inside the citadel near boarder town... welllllll I already did that quest earlier and I can't get inside the citadel any more ...
