Keep Book II weapon/shield swapping. If you play a fighter in book one, you have to unequip your shield, then weapon swap to fire an arrow in a melee, then go back open inv and equip, re-equip the shield...pain in the neck. I much prefer Book II.
One should be able to hit ESC until one has backed completely out of NPC/store/trainer dialogs.
I like the auto-walk feature. It would also be nice to control directions with arrow keys in addition to the mouse. Controlling movement on a trackpad is a mess.

Re: UI suggestions
I think BW said a long time ago that he doesn't intend to make any changes to the interface because he spent to much time on that with Book 2, at the expense of the writing. According to him: with Book 3 he wants to spend as much time and effort as possible on the writing.
...Which is as it should be, in my opinion.

Certainty: a character-driven, literary, turn-based mini-CRPG in which Vasek, legendary "Wandering Philosopher", seeks certainties in a cryptically insular, organic, critically layered city.

What I think BasiliskWrangler meant is that he wouldn't want to change the design of the interface again, but that's something different from just adding a keyboard function - I think the last thing is much easier to do.
But yeah, in an interview written only last week he said:
I know I'm one of the first people that pushed for a toolset, but when I saw BasiliskWrangler writing last month that he had spent three months on making the developer tools user friendly and that it was still in a very early stage - no fully functional toolset expected for the first release of Book III (!)... Oops, erm, maybe I've been asking for the wrong thing.

But if he wants to release a toolset he'll have plenty of work besides Book III's content anyway...BasiliskWrangler wrote:There will certainly be some ruleset improvements to Book III based on player feedback, and a few technical advancements to the engine as well. It’s really going to be our best looking game to date as we push the Eschalon engine as far as it can go. However, we have committed ourselves to spending more development time on game content for Book III than technical improvements, so in the end we just want the story and gameplay to be the thing stands out.
