Further testing is showing that the accuracy percentages are correct and not buggy. A string of bad luck sure has a way of making it seem like they're off. Human perception is a terrible thing to rely on. :?

Thats exactly why it's best to start the game with 14 Perception and dump all 20 points in it ;]

Oddly enough, I've been playing a new character lately and notice his chance to hit (and the enemy's) is far more accurate to what the game says o.o

i remember during my first play through i was level 16 or 17 when i found a bunch of catacomp rats and i attacked them, the percentage of hitting the rats was about 89% or so and the percentage of them hitting me was less than 10% and they still got me several times actually. now it didn't matter cause they only do very minimum damage but you get the idea.
P.S: one rat it took me 4 hits to kill.

Good to know I'm not the only one having this problem, and also good to know that y'all have done some discussin' of it :)
