There are different amulets. You need the one marked key 26 from the Eversleeping Cemetery.

I wonder if it's because when i got Hive Queen quest, i didn't complete it straight away, i went straight to use amulet and got to the chest in Blackwater, after that completed the quest. Nothing else comes to my mind.
