The free skill is "worth" 3 skill points rather than 1, so total starting SP should be 23 and overall maximum 85 rather than 83.

I understand that you could treat the initial point as 3 rather than 1; my view is that because you *have* to start with a skill at 1 point, its worth one point

For most skills in the game, you have the choice to either buy the initial level, or use a book if you're prepared to wait long enough. If you use the book, you are spending 2 points less than you would be if you bought the skill on level up. You don't have this choice at level 1, so that starting skill point is *never* going to give you 3 skill points; however, by using a book later on, I can choose to either spend 3 skill points on one skill, or spend it on 3 skills instead.

Another way of putting it is that because you can't deselect the skill and get back your 3 points, in my view the intial point is worth only 1 point.
