As a player I'm not that keen on complexity either. I do not fancy playing games with a combat calculator in my hand!
Keep in mind that while it'd be cool to have all of these different suggestions implemented, but if BW has to overhaul every single aspect of the game, we may never see a Book III. As it is, it'll only take a couple of these combat adjustments to require a complete rebalance of the combat system.
Please don't!
I believe the suggestions offered here are good, but the game's current system is fine, and it would make sense to stick with it for Book III. I know that that's a conservative thing; the 'if it ain't broke, don't fix it' approach, but for the Eschalon series I would go with it.
When making a list of things that would give Book III significant extra value over Book II an editor would be top of my list, and I wouldn't mind if BasiliskWrangler would sacrifice a whole bunch of other coof stuff just to get this editor off the ground. Privately, I'm thinking BasiliskWrangler is aiming very high with this series, and has already done a lot of overhauling from Book I to Book II.

More penalties = more complex = more programming = more problems for BW. This is an RPG, not a simulation... next people will be suggesting stuff like wind direction factoring into the Bow Skill. We need to keep it simple, while still offering a decent amount of depth. You already get ToHit penalties when carrying too much, and Heavy Armor makes it really easy to hit that "encumbered" penalty.

While I agree that Damage Resistance should be a scaling HP reduction stat, I don't think it should necessarily be applied directly to the armor pieces, nor do I think the armor ratings need to be removed.

Armor in its simplest form should be something like:
Light Armor = Low Damage Absorbtion, Low Armor HP, Low Weight, Mild Movement Penalty (sneak/cast)
Heavy Armor = High Damage Absorbtion, High Armor HP, High Weight, Heavy Movement Penalty

Personally, I'd prefer to see spellcasters get the ol' % ToFail when casting while wearing armor(on the hands)/carrying weapons. Let 'em cast, but know that they might fizzle.

Keep in mind that while it'd be cool to have all of these different suggestions implemented, but if BW has to overhaul every single aspect of the game, we may never see a Book III. As it is, it'll only take a couple of these combat adjustments to require a complete rebalance of the combat system.
There's nothing wrong with making an RPG more realistic.

With that said I do agree with your point about adding more work for BW. While my ideas would probably be not much more difficult than the current system if one were to start from scratch (then again I'm not the one programming this so who knows), overhauling the system may be more trouble than it's worth at this point. I'm fine with the way things are as they stand but that doesn't mean I can't post some ideas and thoughts. Just throwing some stuff out there in the interest of discussion.
