Complex spells require Int of 15 or 20 respectively (perhaps the beginner spells need an Int of 10, I don't know?). This can be with items as well, so if you have a hat of Int +2 and a Ring of Int +4, you only need a base Int of 14 to learn any spell in the game. It seems to me that adding "Perception" is the way to go since it gives more mana.
Similar rules for Wis for divination spells.
Yes, I think Perception is the way to go as a caster in this game. Also, per an earlier post in this thread, you should raise Per as much as possible on initial generation, as each point will give you 2 points of starting mana.
