I too can't send PMs.

My guess is that a few people were not included into the group "Pub Patrons' (if that was ever made) when the forums were reformatted, and you were restoring permissions. If I go into my user control panel, under Usergroups, I see no 'Pub Patrons', and am only part of the group 'Registered Members'
If that's not it, then I don't know what the deal is. Do other people see themselves in the group 'Pub Patrons'?

I'm not authorized to send private messages, either. I figured that was because I'm new, but if there's no waiting period I'd like permission.

I just checked – I am also not authorized to send Private Messages.

My guess is that the Pub Patrons group (or maybe the Registered Users group) preferences probably need to be further fiddled with so as to allow for PM'ing...
