Level questions

Wats the highest level you can achieve in this game? I've heard its 20, but wanted to make sure. Do you get to max level by killing everything, or only by doing canon quests + easter egg?
If you kill all the giants can you still beat the game? Any reason NOT to kill the giants except roleplay reasons?

IIRC, 21 is the highest level in Book I. You can, in fact, finish the game after killing all the giants. In fact, if you kill all the giants after returning their old chief's skull, they will resurrect and still help you invade the citadel.
