Buy on low condition and repair cheaper

I just realized it's cheaper to buy something that has a bad condition and repair it than to buy it in perfect condition.
My guess is that repair cost are based on value, and not on Merchant Cost
So I just bought a Hemp Jerkin (value 10) for 8 pieces (I don't have any point in Mercantile), and repaired it for 5 pieces to perfect condition.
One in perfect condition would have cost me 20 pieces.
