I figured the lines had to be completed with flipped switches and the red dots on the outside are switches which must not be flipped. Here's what I've been trying in different ways with no luck.

you need to flip your picture over

incidentally, the last step is to step on the center platform.

also: you have to go down to level 2 to reset if you fiddle with the levers out of order and want to reset before stepping on the center platform and discovering you got it wrong.

Aha, I had done it the right way previously but hadn't reset the puzzle so nothing was happening. Thanks for the assistance.

how to get to level 2 again? the gate is closed.

There are 3 levers on level 1. One near the entrance, one by the chairs, and one near the stairs to level 2.

my bad i didnt explain that very well. i meant how to get back to level 2 to reset the levers on level 3. i beat the game but wanted to reload my save from before and go back utside because i didnt do some of the missions.

My reset instructions were for "before stepping on the center platform".
Once the gate is closed, it's closed. It really annoyed me that I could find no way to kill the dragonels for extra XP while also being able to sell the loot from level 3.

ye that just sucks

upon further thought about this, just what are those levers for if they dont open the gate back to level 2. i searched everywhere and saw no other purpose for them.
