Port Kuudad second floor (maybe spoiler?)

Help! I'm having a devil of a time trying to figure this out, how to get to the second floor and thus to the ninjas in the middle of the sewers. From the 2nd floor of coffins storage, I can see a lever overtop the condemned building, but I've marched all over and around condemned building and can't find a way into that sealed room. Is my Spot just not up to snuff or have I missed something? Driving me crazy! Cheers for help.

Can someone tell me how to get to the center section of the sewers, level 1? I see that they are connected to those stairs in the above pic, but I just can't figure out how to go reach them.

Step-by-step:
Spoiler wrote:1) Open the chest shown in the picture above
2) Go around to the other side of the building and either break down the door or pick the lock
3) Go up the stairs which are available in that room, flip the switch in the corner of the room, and then head back to the main level.
4) Then head southeast to the building with all the coffins in it and go up the steps in there.
5) Step on the teleporter pad
6) Go down the steps available there, then down another flight.
