Maybe with Book II, definitely with Book III.

Aw, shucks. But at least it's encouraging that you're already talking about doing Book II *and* III!

Personally I would vote against a Dev Kit for Book II, unless it was an internal/beta sort of thing in preparation for the one for Book III. Plus, if Book I and II end up being "Enhanced" with the B3 engine, it would be better to just have the B3 Dev Kit, rather than waste valuable development time supporting an interim Dev Kit. But that's just my personal opinion... process at your own risk.
