Potentially Dumb Question...

Is there no longer a Keyboard Shortcut to switch between Armor & Weapons layouts #1 & #2? - It used to be the Enter/Return Key, but now the Enter/Return Key switches between Combat Modes not Weapons sets.

There is a different shortcut for each layout, I forget what it is off the top of my head but if you press F1 they are shown on that help page, I believe they can now also be customised if desired (by editing the config file)
