In this quest I have to obtain a license, dealing withe rogues at the Seawarden Guild. But in a previous quest I killed everyone inside, how I can resolve this one? Many thanks.

You can just tell him you already did. If you don't have that option, you may not have killed everyone at the Seawarden's Guild yet.
