...you only need Alchemy at level 10 to create level 3 mana and heal potions, but 15 is nice to imbue equipment to +3.

Where are those mercenaries William is woried about?

As the topic says, where are the mercenaries William, Councillor of Blackwater, is talking about? I wasn't paying close enough attention when he said where they are supposed to be, and now he doesn't give any clues (and there are non recorded in the quest journal).
