How does one not get caught break and entering into a house or chest?
Do the people have to have their back turned?
Do shopkeepers ever leave their shop?
Only do it at night?
Only do it when silent?
If you do get caught, is there a certain time length until the owners or town guards calm down?

No, they have long memories. You need to cast a spell.

Mark has most of these answered, but I can help you with the "Only do it when silent?" query. Yes, if you are silent then you can't be heard at that moment, however different actions generate different amounts of noise. Still, if your "Move Silent" skill is high enough, you can commit crimes and not be heard, even if a NPC is very close with their back turned to you. Even murdering someone can be done silently if your Move Silent skill is high enough.
We may need to rename "Move Silent" to something like "Silent Activity" or something, to let players know it is more than just walking around quietly.

I think the NPC's who hears me commit a crime often looks at me funny afterwards? It must be my guilty conscience playing tricks on me.
