So I got the quest to make Grimmhold passable again. I went down to the maintenance level and finished the quest, and then never bothered to go to Grimmhold again.
But just recently, I went to Grimmhold, to test a hunch I had. I went over to where the giant porticullis gates were blocking the west and east end of Grimmhold. I pulled the lever. Nothing happened. I quick traveled to the west end, and pulled that lever. Nothing happened. Then I tryed pulling the west lever, leaving it open. and going to the east end and pulled that lever, so both levers were opened. Still, nothing happened.
Why? Aren't the gates supposed to open?

It seems to reset if you leave and come back. The gates will open if you go below and pull that lever, then come back up and try again. Don't ask me why.

Hmmm, interesting. There is actually a hidden "check" on the floor that you normally must walk over after opening the secondary water valve underneath Grimmhold that will open the gates- the actual gate switches are "broken" and do not work.
You say have pulled this secondary water valve switch? And you've walked back from Grimmhold Maintenance level to the blockade gates over the rift in Grimmhold? They should be open....
Either way, if they aren't, as long as you can Quick Travel to both ends of Grimmhold then it shouldn't matter. I'll try to replicate your bug here.

I noticed the same thing - pulled the lever, quick travelled away before visiting the gate again, and when I went back it was closed. Pulling the switch downstairs again reran the gate-opening sequence, and fixed the problem upstairs as well.
I thought I must have forgotten to pull the switch the first time, but when I went back I didn't get the experience boost or message, just the visual cue of the water gate opening.
