Humm, I just did a cursory look at the game manual and couldn't find where I thought it was mentioned! You can have as many spells in your spellbook as one half of your intelligence or wisdom. If your both a mage and a cleric, the half number holds to each side. So if you had an intellence of 20 and wisdom of 20 you could have 10 elemental and 10 divine spells. If you want more or have useless spells, you have to increase your int. and or wisdom. There should have been warning on spell learning restriction :\
Either this was an oversight and missed being put in the manual or its something you have to find out for yourself and end up starting over next time and being more careful on what you choose.
Oh, and as far as I know, there is no way to get rid of useless spells.
