Who do I talk to about it? The smith in the Eastwillow has a dialog option, but it's useless.

Keebo in Eastwillow is useless, but Erubor in the Hidden Guild in the Forsaken Coast is more useful about where to go. It only matters that you still have it when you find the assassin.
