I have already sold the salt for the thieves guild quest a while ago. All the merchants have cycled their inventories many times and the salt never appears. Is there anywhere else to get salt or is this a bug??
I would simply reload, but this was many hours ago when i sold it and I really don't feel like replaying that much.

Depends on whether you have the consistent results for random functions active or not.
If they are turned off, go to any container you haven't opened yet, save and reload until you find salt, or wait for a merchant inventory respawn the tavern keeper in Eastwillow has low quality items like salt.
With consistent results it's a bit more tiresome - save right before respawn-day (every 7th day / 8 am) and then quick-travel to Eastwillow.

Actually, I just visited the tavern keeper in Eastwillow and they had 2 bags of salt for sale! It's been weeks (game time) that I have been checking.
