Then don't kill any more shopkeepers or people walking by on the street, man. (Unless you have to.) Eschalon is a tough place to live, and tougher to govern. I don't think the ultimate 'fix' for this will come before Book III (because this seems to be a true 'game engine' issue...). But I think there are some 'map tricks' BW can engineer in the meantime to mostly prevent this from happening...
