how do you get the levers in the dam by East Willow to work...if you opean them i think the water level would drain away and let you get to new places.

First level by the keeper? Talk to Minus nearby and ask him about the history of the area.

When you talk to Minus he gives you a code word to say to the Dwarf, who will then pull the right lever for you. Ask Minus about the history of West Willow and the lake. You have to ask/answer the right one to get the code word. Then the option to say that word to the dwarf will come up in conversation. It can be tricky following the right line of questions/statements.
