chests - am i being thick

the chests that are in the shopkeepers shops behind metal railings, how do u get to them? is there summin we missed cos we have tried everything to get to them,or have we missed the obvious etc

No you haven't missed anything, some chests are just decoration.

even if they highlight they decoration, this poor smithy at port lud must think im mad i disappear in front of him, try blow his shop up etc etc etc lol
