Pretty much all other statpoints can go to dexterity. Finishing at lvl 21, 20 levelups gives 59 points to dexterity so should give +12 armor, to hit and damage
The AR boost is nice, but the to-hit and damage are much more easily accomplished by pumping bow skill. I'd much rather spend 59 points on Endurance to have tons of HP and regen 1/turn or on Perception and have crazy support magic.

With my rangers I've never been all that concerned with how much damage they can take, since I do my best to make sure that nothing gets a chance to damage them. :) It's just a matter of playing styles. Both are effective. I just find pumping Dex and Con more in character.

I find Eschalon rewards one-trick ponies and putting all your eggs in one basket: the to-hit and damage bonuses from dex are in addition to what you gain from weapon skill and it's really hard to go overboard and reach diminishing returns (over 40 to-hit on 'power'). By increasing to-hit and damage both through skills and stats you'll stay ahead of the curve when it comes to monsters' HP&AR increasing through the game.

I agree that it's vital to get either HP or MP regenerating fast, so either perception or endurance needs to be high: in the 40-50 range (good to start with 35). But I also don't think you need both: with fast regen in either one you will stay alive (use potions for tricky spots) and at that point it's better to increase your damage dealing capabilities. It's just a matter of playstyle: pump perception and get magical buffs to help you out, or skip magic entirely (besides the basic heal, torch, food, water) and use those points to get the weapon skill so high you don't need buffs (50+).
