Well, I believe we see the tides in the oceans because that is one huge body of water. Now look at how the moon affects, say, your swimming pool. No visible effect. But the human body and the amount of water in it is too small and too far from the moon to be affected. Even if the moon will be 50.000 miles closer tomorrow. But of course that is what I think.
