Any other way to get to Lost westwillow if i cannot go through the lower Dam

Perhaps the dwarf in iron pool dam is missing after first conversation? I had that problem, had to remove the level files from a save game to get him back.

Please clarify your statement. Is there a pierce damage weapon in the Dam lower levels?

There is a named piercing weapon in Lost Westwillow, but it isn't easy to get as a low level character. There is also a bell that you need to get a special experience bonus later in the game.
Deleting the map section or restarting the game might be worthwhile since you probably aren't that far into the game.
