Erubor will not speak with me

So I don't know if this is an actual bug or if I'm just missing something. I have made it to the Guild and have been given the quest to go to the dwarven mine. However, Erubor will not speak to me. I know that he is the one that has to give me the quest to go to Lorewich Tower. But when I click on him it just says "Erubor is quietly pondering whatever it is that old mages ponder." And I have no option besides exiting the conversation.
While I understand that I can enter the tower without him, I'd like to actually get the experience points for doing it.

I'm not sure, but he may not do it until after you finished the dwarves mine and returned.

Erubor will offer you a quest relating to Lorewitch Tower when Korren has told you to travel to Talushorn.
