i noticed a discrepancy between the manual and the In-game description of perception and int, in-game it is said that perception determines mana pool increase per level, while on the manual it is said its int.
Which one is right?

Both, for Mage class characters. For Healer/Cleric it would be Wisdom and Perception. I suppose, for characters who don't start in either mage or healer classes, just perception would be the mana pool factor, but I'm not certain.

If Int affects mana gain per level for a Mage, the effect is very minor. I still only got 8/level with 15 Int and 38 Per. At 40 Per, I got 9, which I understand is the cap.

So, you won't see anymore MP gain on Level Up until you get your INT=20. (And then the next point up would be INT=30...)
Also, unless it's changed for Book II, there shouldn't be any "cap" for Mana Point gain upon leveling up - if your PER=40, if you can get your INT=20 or your PER up to PER=45, you should gain another MP on Level Up for +10 MPs every Level Up.
That said, it sounds like the Manual is wrong - it should say both PER and INT go into MP gain on Level Up...
